Petrine is a female Nord who sells Paint Horses in the Wildeye Stables just outside of Bruma. The horses cost 500 gold. Paint horses are the slowest and weakest horses in the game. One can easily outrun them on mid-low levels. You can even get a free paint horse early in the main quest, and even a black horse in the dark Brotherhood questline.
